Angels of Mercy provides quality primary and preventive health care services to all people regardless of their ability to pay, i.e. the indigent, uninsured, and underinsured.  As primary care providers, the clinic offers adolescent, adult, and geriatric medical care, including diagnosis and treatment for acute health problems such as infections, minor injuries, and chronic diseases, including ongoing care of asthma, type 2 diabetes, emphysema, hypertension, and heart disease.  In addition, it provides other medical services:  physical exams; camp, school, sports, and commercial driver’s license physicals; GYN breasts exams, PAP smears, and sexually transmitted disease workups; prostate exams; electrocardiograms; immunizations; annual influenza and pneumonia inoculations; visual acuity screening, etc. The Clinic serves patients in western James City, northern York, Charles City, New Kent, and King William Counties.

The Child and Family Connection serves individuals, families, and organizations throughout Williamsburg, James City County, York County and surrounding communities.  The staff is comprised of professionals in the fields of Social Work, Behavioral Health Counseling, Psychology, and Financial Counseling.  The Service Components include:

Child & Family Connection provides free or low cost training for parents/providers, assists families in locating pre-screened safe childcare, provides a free resource library, facilitates networking for local childcare providers, and provides financial assistance to eligible families to help with the costs of childcare.

Mental Health/Substance Abuse Counseling for Children, Adolescents, and Adults — includes individual, couple, marital, family, and group therapy, psychological testing, and consultation to treat a wide range of issues.  Some of these issues are:  depression, anxiety, thoughts of suicide, alcohol and drug abuse, marital problems, coping with loss, school difficulties, and child/adolescent behavior problems.

Youth Violence Prevention (PATIS, SAVY, STAR) — provides anger management, bullying prevention, and coping skills for students from kindergarten through high school.  This component also provides a positive social skills group for pre-school children, called Care Club.

VisionPoint Program — a career development program for youth, ages 14-21, which helps prepare them for productive lives as adults.  Youth explore careers, develop employability skills, and are linked with adult education following high school.

Consumer Credit Counseling Service of Hampton Roads provides debt management, budget counseling, reverse mortgage counseling, and representative payee services.

CDR offers quality, affordable child care and developmental services for York county children ages 6 weeks to 3 years whose parents are working, in school, or in job training.  Sliding fee scale and scholarship assistance is available.  Year-round, full-day care is available from 7:30 a.m. to 5:00 p.m.  The program offers transportation and USDA meal program.  Volunteers are needed to help in the classrooms and/or provide clerical support.

CDR offers comprehensive services for infants and toddlers who have developmental delays or disabilities, or are low income or at risk due to factors other than income. Families are helped to enhance their child’s development through developmental screening, assessment, home visits, play groups, transportation, parent groups, education, health management, service coordination, and speech, occupational and physical therapies. CPK is a student-led tutoring program sponsored by the Office of Student Volunteer Services which provides assistance to ten elementary and middle schools in Williamsburg-James City County.  Each semester over 120 students provide weekly assistance in a variety of subjects.  Transportation is organized through OCVS and student program directors act as liaisons to each of the schools to enhance communication and support student volunteers.

Colonial Court Appointed Special Advocates (CASA) is a volunteer-based organization which provides child advocacy services to children who have been abused and neglected.  CASA volunteers are appointed by the Juvenile and Domestic Relations Court Judge and are responsible for conducting a case investigation by reviewing records and meeting with individuals who have relevant information concerning the child’s circumstances.  The CASA gathers information regarding the child by talking to the child, parents, family members, social workers, school personnel, health providers and others who have knowledge about the child’s situation.  The CASA also reviews records – school, medical, caseworker reports, etc. – pertaining to the child.  CASAs monitor the implementation of the court orders to bring any significant information or problems regarding the child’s situation to the attention of the court.  The CASA is required to submit a written report to the court, which includes the factual information gathered during interviews & recommendations regarding the best interest of the child.  All volunteers must be 21 years of age.

CCC provides services to individuals referred by the courts in James City County, Williamsburg, Poquoson, York County, Charles City County and New Kent County.  Services include community service placement, coordination and follow-up; referral for individual and group counseling; classes in shoplifting prevention, anger management and financial responsibility; referrals for education/GED preparation; substance abuse testing and referrals for treatment; monitoring of restitution and court cost payments; referrals for offense specific treatment, such as mental health treatment and sex offender specific treatment; referrals for mentoring.

Community Supervision is a program that provides in-home intensive supervision and counseling to families and juveniles who otherwise would be placed in detention or another facility.  House arrest, electronic monitoring, outreach services, and Project Insight* are other alternatives to secure detention. Volunteers monitor youth placed on house arrest in several jurisdictions, and electronic monitoring is provided by the Crater Youth Commission.

CHIP is a non-profit network of community-based programs currently operating in 30 communities and regions.  CHIP’s purpose is to improve the health of young children in low-income families.  CHIP is available to those who live within the City of Williamsburg and James City County and the upper districts of York County.  Home visitors help families sign up for health insurance, provide health screening, supervision, and referrals to medical and community services.  They also educate parents about health, nutrition, and home safety by working with community organizations, doctors, and other providers to ensure comprehensive care and good health for children.

Services are provided to children between the ages of 0 through 6 years old, and to pregnant women.

The Foster Grandparent Program is sponsored by The Corporation for National and Community Services; the cities of Hampton, Newport News, and Williamsburg; and the counties of James City and York.  Foster Grandparents are senior citizens who provide love and support to special needs children.  They read to children, who have never been read to, play with children who do no know how to play, and rock children who have never been held.  They counsel troubled teens, comfort children whose mother have been battered, and dry the tears of a child who has been abused.

To become a Foster Grandparent you must be 60 years or older, have a limited income, and be capable of working with the children four hours per week.  Foster Grandparents serve in a variety of settings: daycare centers, after school programs, shelters for abused women or homeless shelters, juvenile detention centers, and programs for the physically or mentally handicapped.

The Head Start program provides a comprehensive child development program for income eligible preschoolers as well as related support services to families.  Services to families include education, nutrition, health, mental and dental health, social service, and parent involvement.  Head Start is a complete program established to help families create the best world possible for their children.  Family education is our goal: children learn how to learn; parents learn how to help them learn; and parents learn new skills for themselves.  Children with special needs are identified.  We provide for the special needs of children with disabilities and we work with other agencies that serve these children.  Nutritious breakfasts and lunches are provided to each child daily.  The Family Services Staff links up families with the many health, social, and supportive sources in Williamsburg and James City County.

The high school GED program has three components: Pre-GED, GED Exam Preparation, and Individual Student Alternative Education Program (ISAEP). The Pre-GED class is designed to help students whose academic performance is between 6th and 9th grade improve basic reading, writing, and math skills, so that they will be able to advance to the GED class. The GED exam preparation class is designed to meet the needs of students whose reading, writing, and math skills are above 9th grade level. Instruction is directed toward the requirements of the GED exam. The ISAEP class is similar to the GED class. Transportation to all classes is provided.

Located in Williamsburg, Lazarus House is a faith-based, non-profit ministry.  It is for women coming out of alcohol and drug treatment centers, incarceration, or homelessness due to substance abuse.  Lazarus House provides a safe transitional home for women who have completed treatment for substance abuse and need a place to develop effective living skills before returning home.

Applicants receive individual consideration and must meet the following criteria:

  • Successful completion of a detox program.
  • Willingness to participate in daily Christian Bible study.
  • Willingness to work.
  • Agree to comply with house rules and recovery plan.

Lazarus House provides individual counseling, vocational rehabilitation, job placement assistance, life skills development, relapse prevention, and transportation to 12-step meetings to all residents.

Lutheran Family Services has as its mission to strengthen and preserve family life.  This mission is accomplished through the provision of both traditional and non-traditional programs and services to children, youth, and families. LFS provides both foster care placement services and in-home services on a contractual basis with local DSS.  Services include:

Therapeutic Support Services provide foster care youth with mentors who encourage school involvement, recreational activities, and personal goals, helping to prevent unnecessary hospitalization and runaway episodes.  This program also serves youth who are not in the care of LFS.

Home Based Family Services provides intensive services to families at risk of having children removed from their home.  Services include parent education, health care and nutritional education, crisis intervention, budgeting and homemaking skills, advocacy, and assistance in the community.

Developmental Services for Autism is a non-residential alternative of developmental services for the autistic and developmentally delayed population that offers respite care, improved school performance, tools for avoiding out of home placement, support services, and behavior management techniques.                           

Case Management Services assists families in crisis by finding the least restrictive and most cost-effective services to support keeping the family together.

Adoption Services, a member of the world's largest international adoption network, Lutheran Adoption Network, facilitates domestic and international adoptions.

Waiting Child Adoption Program helps to find permanent adoptive families for children that are difficult to place due to physical or emotional difficulties.

Treatment Foster Care Program provides a safe, family environment for children who have been removed from their home due to neglect or abuse.

Independent Living Services prepares foster care youth for the transition to adulthood by teaching them job search, psychological, and practical life skills.

Teen Mother Program addresses the special needs of teen mothers through education, emotional support services, and career and life planning, with the goal of ending multi-generational teen parenthood.

The Minority Achievement Office offers several division-wide programs that help to meet the needs of the minority students in this division. Some of the programs are site based, while others are open to students division wide. The three summer programs offered include STARE (a summer, youth employment program), Project Reclaim (an enrichment program for rising fifth and sixth grade students), and Math Acceleration (Algebra I & II, Basic Algebra, & Geometry). The three programs offered by the Minority Achievement Office during the academic year include: the After-School Program (to assist students with homework and SOL preparation), the Saturday Morning Academy Program (an enrichment program for fourth and fifth grade students), and the AVID Program (a college preparatory program that prepares average to above average ability students for more rigorous courses of study).

The primary services provided by the Court Services Unit are intake, probation, parole, detention, and collaborative services.  Intake officers process delinquent petitions on behalf of juveniles and petitions regarding domestic and civil matters.  Probation officers help parents and children to discover new ways to manage problems involving law violation, parent-child conflicts, and acting-out children; to improve their relationships; and to resolve problems related to juvenile delinquency such as running away, school failure/poor attendance, alcohol/drug abuse, and separation/divorce.  Probation officers also implement and monitor the service plan for youth returning home from the Dept. of Youth Correctional Centers.  Other services include arranging placement of children in residential facilities or detention facilities and electronic monitoring.

PADDA is a community-parent resource center serving Newport News, Hampton, York County, Poquoson, Williamsburg, Gloucester, and Smithfield.  Their goal is to improve quality of life and educational results for all children with disabilities through high expectations from our children and from those who educate them; work to ensure equal protection to children under the law; provide research and advocacy for proven methods of learning and teaching; and provide training to make parents strong advocates through education and participation.  PADDA provides the following services:

Williamsburg-James City County has set up the Parent Resource Center to give parents and teachers of students with special needs additional tools in understanding such needs.  The Parent Resource Center is committed to working with the parents and schools to make sure the students’ needs are met.  The coordinator has been trained in the “Understanding Special Education” workshop, which looks at how both parents and teachers are important in planning for the education of a child with special needs.  Some of the goals of the center are:

Project Phoenix is a student-led community youth initiative sponsored by the Office of Student Volunteer Services.  The program provides educational and recreational field trips, workshops, and activities for youth, ages 8-14, who are not currently experiencing academic or social success.  Referrals to the program come through Williamsburg and James City County Social Services, Big Brother/Big Sisters, and school guidance counselors.  The weekly gatherings draw on students, faculty, and staff to provide academic assistance and informal mentoring.  In addition, student coordinated programs address a variety of issues including career and goal setting, life skills, relationship issues, cultural awareness, and team work dynamics.
